In this course, you will examine how the powers and structures of Wisconsin towns, villages, cities, and counties and their relationships to the state set the framework for local service finance and service delivery. You will discuss the various forms of government and the strengths and weaknesses of each. You will also consider and discuss current public standards of conduct and professional codes of ethics relevant for public work employees, supervisors, and managers. This course counts toward the Public Works Supervisory Academy (PWSA) certificate, which is made up of nine one-day courses (54 class hours total).
