In this course, you will examine how the powers and structures of Wisconsin towns, villages, cities, and counties and their relationships to the state set the framework for local service finance and service delivery. You will discuss the various forms of government and the strengths and weaknesses of each. You will also consider and discuss current public standards of conduct and professional codes of ethics relevant for public work employees, supervisors, and managers. This course counts toward the Public Works Supervisory Academy (PWSA) certificate, which is made up of nine one-day courses (54 class hours total). The certificate provides an opportunity to learn about and practice basic supervision and leadership skills in local public works organizations.

In this course, you will learn about government procurement techniques, with a focus on construction-related contracting, including Wisconsin State Statutes related to public works purchasing. Procurement card purchasing and construction contracting will be examined, including methods to minimize risks. Inventory-related costs and cost drivers will be highlighted, along with methods to lower inventory costs and stock out occurrence. Case exercises will be used to help you apply your new knowledge on the job. This course is offered as a part of the PWSA certificate, which is composed of nine one-day courses (54 class hours total).
